Managing a Drupal 7 to Drupal 9/10 migration of 1000+ sites

Both McGill and the University of Waterloo are in the process of migrating about 1000 Drupal 7 sites to Drupal 9/10. This overview will cover how we planned our migrations, challenges we've faced, major changes to the platform and hosting environment we're doing at the same time, plus what we would have done differently knowing what we know now. In addition to the technical challenges, we'll talk about the associated change management process as we each train thousands of site managers with a wide range of technical skills to use these new, updated platforms.
